Blizzard Assembly is a parliamentary assembly for the entirety of Blizzard world.

Overview

Qualifications

Unlike all other legislative bodies so constituted throughout Virtual Paradise and Active Worlds, Blizzard Assembly is open to all. The only qualification required for to be able to take part in votes and matters before the Assembly is to be citizen of Virtual Paradise. However, the Assembly could impose requirements for a membership in order to qualify for membership. They may even require that member be elected to the body by whatever method they please.

Blizzard Assembly meets every May and October, unless it changes its meeting dates by resolutions. The Assembly may not transact any business unless it has minimum of three members present at the session.

A member of the Blizzard Assembly may be removed through a vote by the majority of those present. Such decisions may be appealed to the Executive Committee first and then to the President of the Assembly, whose decision is final and can not be appealed.

Executive committee

The Assembly, at this current time, are open to virtually every citizen of Virtual Paradise. There is, however, an executive committee within it called Executive Committee which oversees day-to-day matters concerning Blizzard between sessions of the Assembly and makes executive decisions as well implementing any Assembly resolutions as they please. The committee's initial roster are as the following:

  • Edwin, the Chairman of the Executive Committee and President of the Assembly
  • Roy Curtis
  • Chris D
  • Legion, Acting Speaker of the Assembly
  • GC
  • Tom
  • Epsilion

A candidate for the Executive Committee membership may be proposed by a member and must be seconded by another member before putting to vote. The candidate is then admitted into the committee if accepted by majority on the committee. Any decisions passed by vote on the committee must receive an assent from their chairman before it become valid. The chairman refusing the resolution by Executive Committee his/her assent would be effectively vetoing it. Chairman's decision is final and can not be appealed. In cases of ties on vote, the Chairman casts the tie-breaking vote.

A member, except for the Chairman, may be removed from the Committee and, if desired, from Assembly, by a vote of the Committee. Such decisions may be appealed to the Chairman who may then either let it stand or reverse it. The Chairman can be not be removed from the Committee.

Resolutions

The Assembly as the whole votes on resolutions concerning matters relating to Blizzard world, where majority of the members present is required for passage of the resolution. Any resolutions proposed by a member of the Assembly must be seconded by another member before being brought to the vote. Assembly members may debate it before voting on it. They may also propose for it to be referred to Executive Committee or any committees as to be created by the Assembly for the review and scrutiny before being sent back to Assembly for vote. Those resolutions are not binding on the leadership on the Executive Committee and the President of the Assembly but are usually implemented.

As in Executive Committee, any resolutions passed by the Assembly requires assent from President of the Assembly (who is also concurrently the Chairman of the Executive Committee) before it become valid. President refusing it his/her assent would be effectively vetoing it. There is no appeal in those cases, as President's decision is final. A member of the Assembly may appeal a vote in the Assembly to the President of the Assembly who would then review it. President may decide to let vote stand or order a new vote on it.

Speaker

The Assembly's sessions are presided over by a presiding officer called the Speaker. Speaker are elected by the Assembly by majority of those present at the vote. There is no term limit or length of term set for the Speaker's tenure but may be set by the Assembly through resolutions if necessary. Such resolutions can not be refused by Speaker for vote. Speaker similarly can not refuse a motion calling for election for Speaker. Those last two rules can not be changed by the Assembly except through the President of the Assembly.

At the head of the Assembly is the President, also concurrently the Chairman of the Executive Committee, who held virtually unlimited powers over the Blizzard Assembly. President may call Assembly into sessions if necessary on any dates other than those fixed by the Assembly. President can even dissolve the Assembly by an order at any time, preventing it from meeting altogether until when President called for the Assembly to meet again. President may also appoint Vice-President of the Assembly who may exercise President's authority in his absence if necessary.
