Text of the Act
Preamble - An Act to provide for the Regulation of Municipal Corporations in the Kingdom of Palmshire
Section 1. Any unincorporated areas with at least five registered residents and seven buildings may petition the Home Secretary for permission to incorporate as a Palmshire municipality of village class. Upon attaining population of ten registered residents and at least fifteen buildings, the village may petition the Home Secretary to become town. City status may not be conferred except by the Royal Charter promulgated by the Sovereign through the His Majesty's Privy Council and only on advice of Home Secretary. City status shall be conferred automatically on Downtown Blizzard and New Cypress Hollow.
Section 2. Village shall be governed by a council of three members with a chairman to be elected among them. Town shall be governed by five-member board of selectmen with a mayor to be elected among them. Cities shall have a city council of at least five members and a mayor separately elected.
Section 3. Villages shall be represented by the Member(s) of Parliament elected for the county to which it belongs to. Towns shall have a right to send one Member of Parliament. Cities shall have right to send two Members of Parliament.
