The bill that became {{PAGENAME}} was originally drafted by the [[Legion I of Palmshire|Duke of Rockford]] on 28 December 2017.

The bill was then introduced by [[graystripe]], the [[Prime Minister of Palmshire|Prime Minister]] at the time, during the Parliament sitting on 29 December 2017 with a little or no debate. It was voted upon by the Parliament, passing it with four for and none against, with the [[Demon Dog Tenenbaum, 1st Duke of Arcadia|Duke of Arcadia]] abstaining.

The bill was subsequently granted a Royal Assent by the King and became the law.
