Preamble - An Act to promote better optimization for buildings.

# The campaign shall encourage all buildings with interiors to have objects inside set to “[[visible]] no radius=x” where x is a given value.
# Any interiors that are viewable from the outside through windows shall have radius set to lower than 30.
