The powers of the supreme leader were kept in balance due to the peerage system, in which one or two peers are chosen from the leader of the cities of Victoria, Phoenix City, New Ave, Krynn, and Cannaville. The two peers are called in to vote whether to approve or decline major decisions made by the supreme leader. Much of early Victoria's history was surrounded by if it should join the rest of the central Blizzard community by uniting with the Kingdom of Palmshire, which it ultimately did not in 2016.
