Preamble - An Act to provide for the Regulation of Municipal Corporations in the Kingdom of Palmshire

Section 1. Any unincorporated areas with at least five registered residents and seven buildings may petition the Home Secretary for permission to incorporate as a Palmshire municipality of village class. Upon attaining population of ten registered residents and at least fifteen buildings, the village may petition the Home Secretary to become town. City status may not be conferred except by the Royal Charter promulgated by the Sovereign through the His Majesty's Privy Council and only on advice of Home Secretary. City status shall be conferred automatically on Downtown Blizzard and New Cypress Hollow.
